Background

  • SEAP is a programme implemented to strengthen technical advisory services to SMEs. SMEs are given on-site assistance by industry experts to transfer their technology know-how and industry experience.
  • SEAP comprises retired experts from industries and specific Government agencies. They are appointed to provide technical and advisory services to assist SMEs in improving their operations and business best practices. As at end-2011, there were a total of 63 industrial experts in various disciplines appointed under this Programme.

Implementation Mechanism:

Activity:

  • Experts visit SME’s office and conduct Preliminary Consultancy Services in 1 man day.
  • Experts conduct free preliminary consultancy services and will submit the report to SME Corp. (a copy will be given to SMEs).
  • Feedback form will be forwarded to SMEs for evaluation.

Activity:

  • Experts visit Factory Sites of SMEs and undertake diagnostic audit SMEs for a maximum of three (3) man days.
  • Experts will make recommendations on the respective improvements and will submit the report to SME Corp. (a copy will be given to SMEs).
  • Feedback form will be forwarded to SMEs for evaluation.

Activity:

  • Experts will propose the recommended improvements to SMEs and the implementation schedule in Gantt Chart format.
  • Upon SME’s agreement, the implementation of the recommended improvements will be presented to SME Corp. by the Experts for endorsement. (ie. The Project)
  • Upon SME’s agreement on the total cost of the implementation based on the approved Gantt Chart, the Project will ensue.
  • Upon completion of the Project, Experts will submit the full report to the SMEs and SME Corp.
  • Feedback form will be forwarded to SMEs for evaluation.

Financial Implication:
  • SME Corp will bear costs of consultation fee, daily allowance, and expenses on accommodation, mileage, toll fare and traveling for experts for 1 man day.
  • The rates are as follows:

Consultation fees

  • RM200 (maximum 1 day)

Daily Allowance

  • West Malaysia: RM 22.50
  • East Malaysia : RM 32.50

Accommodation

  • RM250 maximum per night. Duration of stay more than one (1) night may be considered depending on the needs and location of the SME.
  • Lodging Allowance per day

(if do not stay in hotel)
West Malaysia: RM 55.00
East Malaysia : RM 60.00

Traveling mileage

  • RM0.70 per km

Financial Implication:

  • SME Corp will bear costs of consultation fee, daily allowance, and expenses on accommodation, mileage, toll fare and traveling for experts for a maximum of three (3) man days.
  • The rates are as follows:

Consultation fees

  • RM200 for ½ day (or 4 working hours or less)
  • RM300 for one (1) day (4-8 working hours);

Daily Allowance

  • West Malaysia: RM 22.50
  • East Malaysia : RM 32.50

Accommodation

  • RM250 maximum per night. Duration of stay more than one (1) night may be considered depending on the needs and location of the SME.
  • Lodging Allowance per day
          (if do not stay in hotel)

West Malaysia: RM 55.00
East Malaysia : RM 60.00

 Traveling mileage

  •   RM0.70 per km

 

 

Financial Implication:

  • The costs of consultation fee, daily allowance, and expenses on accommodation, mileage, toll fare and traveling for experts will be borne by SME Corp. & SME (50:50 ratios).
  • The rates are as follows:

Consultation fees

  • RM300 for one (1) day (8 working hours); OR
  • A maximum of  RM 18,000.00 (cost sharing amount) or 60 days for one (1) project, whichever is lower.

Daily Allowance

  • West Malaysia: RM 22.50
  • East Malaysia : RM 32.50

Accommodation

  • RM250 maximum per night. Duration of stay more than one (1) night may be considered depending on the needs and location of the SME.
  • Lodging Allowance per day
          (if do not stay in hotel)

West Malaysia: RM 55.00
East Malaysia : RM 60.00

Fares

  • Taxi fare: As claimed;
  • Train fare: First class;
  • Air fare: Air Asia or Firefly (traveling only in Malaysia); 

MAS Airline Economy class will be considered when needs arise.

Communication & Incidental Cost

  • RM 50.00 per month

Note: Costs on any machinery / equipment purchased recommended in the expert’s diagnostic report will be borne by Company.

  • Payment will be made based on the actual expenses made by the Experts accompanied by receipts and not exceeding the approved amount based on the agreed Gantt Chart (MONTHLY BASIS).
  • Payment by SME Corp. will only be made upon proof of payment by SMEs to Experts.

For SMEs - How To Apply:

SME qualifying criteria:

  • Companies incorporated under the Companies Act 1965  OR enterprises incorporated under the Registration of Business Act 1956 OR Certificate of Practice by Professional Body
  • Fulfill definition of SMEs
  • At least 60% equity held by Malaysian
  • Possess valid premise license

 SEAP Expert Application:

Eligibility criteria to register as Experts in SEAP Programme include:

  • Age of 50 to 65 years ;
  • Retired and not attached to any company;
  • Working experience in related field for at least 20 years and supported by minimum qualification as a Degree holder with relevant academic background, recognized by any government institution or registered to any professional association or international organization.
  • No conflict of interest in providing services to SMEs.
  • Expatriates under Malaysia My Second Home Programme (MM2H).
